As design development progressed it was determined the site had environmental concerns. Working with Fehr Graham who had been selected as the civil engineer for the project we were able to complete early environmental review with support of the Property Committee.
Phase 1 Transactional Screen
This began in May 2025 and was a historic review of the site, site reconnaissance, a review of government records and a questionnaire completed by the property supervisor.
Phase 2 Limited Soil Investigation
This began in July 2025 and was a result of information provided during the transactional screen. The limited soil investigation included utilities location, 15 soil borings to a depth of 15 foot, soil samplings within each of the borings, lab testing, analysis, evaluation and a summary report.
Phase 3 Environmental Consulting Pre-Construction through Post Construction
With the results of the phase two limited soil investigation it was determined that soils were impacted from heavy metals. The impacted rates were above WI Department of Natural Resources thresholds. This required notification, permitting and plan approval through the WI Department of Natural Resources. The Green County Board passed Resolution 11-4-25 approving a contract with Fehr Graham Soil Investigation and Environmental Engineering and Consulting at the November 2025 board meeting.
Soil Investigation Presentation
With the approval of this contract Fehr Graham will assist the county with providing the following overall services;
Notification to WI DNR of impacted soils and contract agreement the county has with Fehr Graham
Submit the Site Investigation Work Plan (SIWP)
Additional Geo-Environmental Fieldwork (75 Additional Soil Borings to a maximum depth of 20 feet)
Complete a Site Investigation Report
Complete a Remedial Action Plan
Materials Management Plan and Exemption Request
Soil Profiling with Landfill
Soil Excavation Oversight
Backfill Testing (if necessary)
Post Construction and Remedial Action Documentation Reporting
Closure Reporting with the WI DNR
Additional Environmental
As a result of the geo-environmental field work completed in Phase 3 it was determined that native soils on the site are impacted and have elevated metals concentrations. These metals are consistently found throughout the south central and south west portions of Wisconsin. To provide proper reporting and data analysis to the WI DNR further borings were needed in 10 specific locations. These further borings will provide vertical delineation of impacted portions of native soils. This work will be conducted in April of 2026.
