County Hires Nic Owen as Administrator

Owen Confirmed as Green County’s First County Administrator

Monroe, WI –

County Board Chairperson Jerry Guth announced that Nicholas Owen has been confirmed as Green County’s first County Administrator. The Green County Board of Supervisors approved Mr. Owen’s appointment at its meeting on the evening of February 10, 2026, following the successful completion of the County’s recruitment and assessment process.

The recruitment was led by the County’s Personnel and Labor Relations Committee and included a comprehensive review of applications, preliminary interviews, stakeholder input, and a two-day final assessment process held in early February. Mr. Owen was selected from a competitive pool of 39 applicants based on his leadership experience, management skills, and strong alignment with the priorities identified by County officials and staff.

Mr. Owen brings more than two decades of local government management experience to Green County. He has served as Village Administrator for the Village of Mount Horeb since 2015, overseeing a $27 million annual budget and major capital improvement projects. Prior to that, he served as Village Administrator for the Village of New Glarus from 2006 to 2015. Mr. Owen holds a Master of Public Administration degree from the University of Wisconsin–Milwaukee and a Bachelor of Science in Public Administration from the University of Wisconsin–Stevens Point.

Chairman Guth stated, “This was a thorough and highly competitive recruitment process. The Board is confident that his experience, professionalism, and collaborative approach will serve Green County well as we move forward.”

The County Administrator position was established as part of Green County’s transition to a county administrator form of government. The Administrator serves as the County’s chief administrative officer and is responsible for overseeing day-to-day operations, coordinating department activities, and implementing Board policies.

Green County was assisted in its recruitment by the consulting firm Public Administration Associates, LLC.

Mr. Owen is expected to begin his duties later this spring, following the completion of standard pre-employment requirements.
