Internet Crimes Against Children (ICAC) Investigation Leads to Drug Arrest

On June 12, 2025 at approximately 7:30 AM, the Green County Sheriff's Office assisted by Monroe Police Department, New Glarus Police Department and the WI Department of Justice - Division of Criminal Investigation executed a residential search warrant in the W5200 block of CTH KK, in the Town of Monroe.  The search warrant stemmed from an investigation into Internet Crimes Against Children (ICAC) conducted by the Sheriff’s Office Detective Division.

The investigation started with a cyber-tip through the National Center for Missing and Exploited Children (NCMEC) being referred to the Sheriff's Office.  The investigation into the cyber-tip identified reported media depicting child sexual abuse material (CSAM), commonly referred to as child pornography.  Related to the Internet Crimes Against Children offenses, a 16 year old male offender was identified and subsequently arrested.  The juvenile male was booked into Green County Jail and released to a guardian pending a mandatory court appearance.  

During the execution of the search warrant, drugs and drug paraphernalia were located within the dwelling.  As a result of that discovery, Michael R Keen-Stewart, 19, of Monroe, WI was arrested and booked into the Green County Jail.  Charges of Maintaining a Drug Trafficking Dwelling, Possession with Intent to Deliver THC, and Possession of Drug Paraphernalia are being requested of the District Attorney’s Office. Due to the felony offenses, Keen-Stewart will be held without bond in the Green County Jail pending an initial appearance before the Green County Courts. 

Hayden J. Drake, 18, of Monroe, WI was cited and released for Possession of THC and Possession of Drug Paraphernalia.

Additionally, a 13 year old juvenile female will be cited for Possession of Drug Paraphernalia and given a mandatory juvenile court date. . 

The Green County Sheriff’s Office is leading this investigation. This investigation remains active and in collaboration with Green County Human Services - Child, Youth and Family staff.  No additional information will be released.
