2021 Sheriff's Department Press Releases Posted on August 29, 2021

All persons arrested or cited are presumed innocent until proven guilty in a court of law.

The following incidents occurred on Saturday, August 28, 2021:

Motor Vehicle Crash:

At approximately 7:31 p.m., Deputies, Green County EMS, the Woodford Fire Department, and the Browntown Fire Department responded to the W9500 bock of CTH MM in the Town of Cadiz for a report of a motor vehicle crash.  It was reported that the vehicle exited the roadway and had entered the Pecatonica River.  Upon Deputies arrival, the vehicle was located in the river and was unoccupied.   A search of the area was then conducted and the driver was located.  The driver was identified as Rafael Santiago, 30, Browntown, WI.  Investigation revealed that Santiago was traveling northbound when he lost control of his vehicle, which exited the roadway and entered a cornfield.  The vehicle then entered the river and came to a rest.  Santiago reported that he was not injured.  The vehicle sustained damage and the airbags did not deploy.  The vehicle was towed from the scene. 

Santiago was cited for Operate without a Valid License, Failure to Keep Vehicle under Control, and Operate a Motor Vehicle without Insurance.  

Motor Vehicle Crash:

At approximately 10:04 p.m., Deputies, Albany Police, Albany EMS, and the Albany Fire Department responded to the N7000 block of CTH X in the Town of Albany for a report of a single vehicle crash.  Investigation revealed that the vehicle was traveling on CTH X when it exited the roadway.  The vehicle collided with a traffic sign and then with a power pole, causing power lines to fall onto the roadway.  The vehicle then came to a rest.  The vehicle sustained severe damage and the airbags deployed.  The vehicle was towed from the scene.  The driver of the vehicle fled the scene on foot prior to law enforcement arrival and was not located.  

Alliant Energy responded to the scene to make repairs to the power pole and the downed power lines. 

The roadway was closed for approximately 2 hours due to the crash and downed power lines.  

The crash remains under investigation.  

OWI Arrest:

At approximately 10:28 p.m., the Green County Sheriff’s Office received a traffic complaint on a vehicle that was traveling the wrong way in the W5200 of STH 11 in the Town of Monroe.  It was reported that the vehicle was traveling eastbound in the westbound travel lanes.   Deputies located the vehicle and conducted a traffic stop on it.  Investigation resulted in the driver, Anna M. Carroll, 69, Madison, WI, being arrested for Operate While under the Influence (alcohol) 1st Offense.  Carroll was cited for Operate with a Prohibited Alcohol Concentration and Unsafe Lane Deviation.  Carroll was released pending a mandatory court appearance.
